I would like to build a small sailboat, or possibly a boat like a pontoon boat out of pvc. Thanks for the help

take a look at the rebel cat, made out of pvc pipe, the builder went through many versions and improved on the design including pinching the ends ig the pvc pipe for a streamlined shape.

DIY Boat Building Plans
Materials
There are a number of accepted boat-building materials.
Most at-home builders choose epoxy-covered plywood.
Additionally, the majority of home-built boat plans to be found are for boats made of plywood.
An at-home builder can build a boat that ranges from very easy to build to very complex.
A boat builder beginning a first project should strongly consider starting with a small boat that can be completed in a relatively short time.
This type of project gives a boat builder confidence.
Size
The size of the boat is extremely important when considering boat plans.
A boat builder wants to build a boat large enough to fulfill the goals of the project.
Full-Size or Lofted
Different plan manufacturers offer plans that are either full-size or lofted.
Full-size plans include a drawing of each part of the boat in the actual dimensions needed.
Lofted plans include a drawing of each part of the boat, but in a reduced size.
Lofted plans then need to be expanded to their full size by the builder.

I’m making a boat for spring its for a science project and the boat must be made out of metal and support a cargo of 50 without allowing any water to enter for at least 10 seconds and travel at 1.5 meters. So if you guys have any ideas please share.

"a cargo of 50" is meaningless without appropriate units.
"travel at 1.5 meters" is not an appropriate unit; as the word "at" implies a rate and a meter is a distance.
